You can force offline installation by selecting Troubleshooting in the boot menu when booting the iso file:
and select Install Standalone offline to install a stand-alone server (or Install Cluster offline for a cluster setup):
and then follow the installation wizard.
The offline installation option can be useful in location without public Internet access.
