I want to use a different Portal/Dashboard for displaying monitored information from DCE/DCO how can I access the information stored in the databases for each?

Thank you for detailing your question: in this case, I highly recommend studying a special section for developers DCIM Developer Documentation. Specifically, you should be interested in two sections: StruxureWare Data Center Expert Web Service API and StruxureWare Data Center Operation Web Service API.
This is the two main ways to access information, that is in the databases of DCE and DCO servers. And, in the case of the DCE server, this method is the only possible one.

There is no problem if you create and run two independent SxW Portals, that will be connected to the same DCO server and to the same DCE server. Did I understand you correctly?
...how can I access the information stored in the databases for each?
Explain, please, in which databases? Databases of DCO and DCE server respectively or databases of one and another SxW Portal?
I.e., the more you provide information about your question, the faster you will be helped to solve it.

So I am trying to use a completely different service for a dashboard: for example Sisense or Microsoft Power BI instead of Liferay to display my data. To get the data to one of these other dashboard alternatives I need access to the databases for DCE and DCO. How would I accomplish giving one of these other services access to these databases?
