Database backup for StruxureWare Portal error

After stopping Struxureware portal service.

When following steps for Database backup, getting the following error:

"Server not listening"  when following steps to connect as per below steps:

Start pgAdmin (Windows: Navigate to Start>All Programs>PostgreSQL 9.1 and launch pgAdmin III).

Create a new connection called PORTAL, Host:localhost with credentials:

Any ideas or suggestions on how to resolve this?
