Dears,
We have a DCIM project in another country. DCE & DCO will be on virtual machine and it may be configured remotely,
So, we need to start to configure the DCO offline (catalog creation, Layouts, Racks and IT devices assessment, ... ).
Please support, Is the following approach for DCO license activation will work or not?
If we activated the DCO license on our off-site VM, Configuring DCO then get a DCO backup and restored it on the site DCO VM. the Pas-codes should be reset (By technical support) and reactivated again on the site DCO VM ?
Or I should take a copy of the Off-site VM then operate it at the site. (It may be not applicable)
Or the only way to work is to install the DCO on the site VM, activate the license then take a backup to work on offline and once DCO configuration is finished, get a new backup and restore on the site VM ?

What you are proposing should work fine. In fact a number of services personal complete their services in this manner for new customers or customers planning some form of migration.
There is no problem logistically creating a DCO server on a VM in one place, building rooms, and so on and then when ready taking a backup of that solution and restoring it onto the customers actual instance. The licenses will transfer over during these steps.
Couple of items worth noting if you plan to do this often.
* From a license standpoint there's no problem installing the licenses on your temporary server as they will restore on the customers server when the restore operation occurs. Please make sure you remove the original temporary solution afterward as only one copy of those licenses is supposed to be active in a production form at a time.
* If you plan on using the offsite VM for other planned installations, I would recommend re-installing DCO or ITA from scratch each time on that VM so the installation has its own unique serial number. This serial number will also restore to the customers DCO server when you restore the solution so its better if each customer has its own serial number.
The above process will work for DCO, it will not work the same with DCE as DCE licenses are tied to the Mac Address of the DCE VM.
