I'm trying to use the asset provisioning tool in DCO 8.1 and for some reason almost every rack always has "Watts Per U Height" as yellow or red, never green, even in a completely empty rack, regardless of what equipment I choose.
can anyone explain this recommendation better and what it would it requires for it show green instead of yellow? In my example above, I was using a 300 W server and 8.6 kw rack pdus

My best guess is that Operations is warning you that if you continue to add 185W servers (as is the load shown in the screenshot) you will run out U-space before using all the capacity in the rack.
44 servers of 185W: 8.14 kW
Capacity of each rack PDU: 8.6 kW

Thank you both, Niels was right, changing it to a 500w 1U server made some green racks. I assume there isn't way to disable/ignore specific placement advisor suggestions is there?

As Niels pointed out, "Watts Per U Height" is there to avoid stranded power capacity, if you try with a 1U server of 500W the "Watts Per U Height" should go green.
Or if you do not intend to use the full rack PDU capacity in a rack, you could set a design limit on the rack, which more matches the "power use" of servers you want to use.
BTW: "Watts Per U Height" never goes red, so the red racks are caused by something else.
