Hi Shaun,
It seems your client is unable to reach the server.
'application.log' will be created when the client have successfully connected to server.
You can check the '.log' file:
C:\Users\Username\.isxo\9.3.9-1308-0b6a8b537\Operations\.metadata\.log
that may contain some info.
Kind regards,
Jef

ITA network firewall port details - Schneider Electric Community
Is not clear on what ports are required for the client to connect and download?

Hi Shaun,
The communication between the client and server is usually via the port 80/443 . If your desktop client is unable to get files from the server, then I guess there might be some sort of security policies in the network preventing that.
Kind regards,
Jef
