REINSTALLATION OF CLEARSCADA
At one of the installations, due to continuous issues with the communication network, we planned to migrate from L2 network to L3 network.
The time and date in one of the servers was found wrong (was informed to have happened due to CMOS battery fail of Server, was later replaced) and this prevented the synchronization of the database.
The admin password (OS) for one of the servers was not available, as the installation took place about 10 years back and the engineers who coordinated the Installation from both Customer side as well as SE side are no longer available on both sides.
What are the steps/precautions to be taken care while migrating from L2 to L3?
Will it affect the existing ViewX clients?
Will there be any Licensing related issues during this migration?
Is there any way to get the servers synchronized (also the date and time)
If OS reinstallation (and then reinstalling Clear SCADA) is the only option, what are the steps/precautions to be carried out?

ClearSCADA and the OS really do not care if the network is L2 or L3. If all the IP address stay the same they won't notice.
IF you change any IP addressing then you'll of course have to change any reference to the old IP address.
ClearSCADA has two licensing options. USB dongle and license file. the USB dongle will work on any server it is plugged into and work with your current ClearSCADA version.
The License file is tied to a few hardware IDs of the system, The network card's mac address is one of them, and that is the most common thing that breaks the licensing on an existing system when a NIC is replaced. If you are using a license file and install a new OS you'll have to get a new license file configured to the new machine ID.
Contact your Sales support to licensing updates.
You may also have to upgrade your ClearSCADA version depending on the new OS version.
