With OPC UA, as with many client-server setups, there could be many reasons, but some questions:
What OPC UA server are you using?
What OPC UA client are you using?
What connection security have you configured on the OPC UA server? Can you try with null security temporarily?
Have you tried other OPC UA clients to the same OPC UA server?
Are the OPC UA server and client on the same machine?
Are you specifying a username or password to connect, or using client-side certs to authenticate?
The "An existing connection was forcibly closed by the remote host" (if Google Translate is correct) error suggests that you're connecting to the OPC UA server port successfully but the application, Windows, or something in between like an NIPS, is actively disconnecting you. Often seen by a TCP reset flag being received at the client (should be able to see this in Wireshark or any packet capture setup you might have) but can be something else.
