bevanweiss: Are there any permissions that your user doesn't have? Is Historic enabled for the Report? If not, then I don't believe it stores anything to actually look at.

Try enabling the Retrieve Data... it's a bit driver specific as to what it allows (or doesn't allow). I can't remember if it hasn't any influence on Crystal Reports stuff. The ClearSCADA online help says The Retrieve Data permission defines whether the user or User Group can access the actions that allow the ClearSCADA server to request data from an outstation, PLC etc. For example, if this permission is enabled on a PSTN outstation for the selected user, the user can access the One Shot action. which sounds like I'm completely off-base on this.. but worth a try anyway.
It is definitely a ClearSCADA error box with the Access Denied right? (not like Windows possibly trying to do something, like saving/opening a file locally)
