Totally remove the existing program from an ASC

Cause
If an ASC is not working correctly, it may be necessary to replace the existing program and start over with a new database.
Resolution
- Perform a memory clear on the ASC. See Reset the memory in an ASC Controller for detailed instructions.
- Reload the BIN files (UPD) to the controller. This is done by doing an ASC Update function in the I/NET editor
- Once the BIN files are loaded, bring the Points up to the Host PC. This is done by doing a MCI Update function in the I/NET editor
