New object with installed Workstation 1.9 and only Operator password

Client have old BMS system and wants to improve it, but don't have any info about it.
Please help to understand how to proceed with WorkStation 1,9 and existing project on that.
Can I found somewhere step by step instructions how to update software?
How much could cost license for upgrade?

Thanks for fast response and answer. I already asked official support, but it will take time to get them back. Maybe someone had such or similar situation and can advise on nuances.
