new CS 500 won't turn on?

Hi, I received my CS 500 earlier today and I'm not sure if I'm doing it right, but it doesn't seem to turn on.

I connected the battery, connected AC power, and yellow "on battery" led was blinking very fast. I assumed this meant battery was empty and it's charging, but now, 6 hours later, it keeps doing the same thing.
The "turn on" button does nothing (well, dims the blinking led a little). If I disconnect AC power, the yellow led dies after a few seconds. Battery remains cold, I don't think it's being charged.

What's going on? It's my first APC product after having been burned by some cheapo UPSes, not sure what to expect.

Hi Radek,

Upon checking BK500EI it shows on the tech specs that it requires a 230V AC input, which according to you is what you have there. Please see the troubleshooting steps below and let us know the outcome.

* What happens if you unplug the unit and press the power button? If the power button doesn't do a thing whether the unit is plugged or unplugged then there is a problem with the UPS itself.
* If the unit goes OFF upon pressing the power button while it is unplug then let us attempt to turn the unit on using the internal battery, we call this coldstart. While the UPS is unplug press and hold the power button, while holding it you would normally hear a short and a long beep. Upon hearing the long before, release the power button before it stops. The UPS should start on it's own and run On Battery power, the On Battery LED would lit up accompanied by four beeps every 30 seconds.
* Do you have a voltmeter on-site? If you do kindly check if there is voltage present on the UPS's battery back-up outlets and also confirm the voltage that is being supplied to the UPS.
* Based from what you have told us, the moment that you connect the UPS or attempt to turn the unit on using the button the Online LED remains OFF. Does the On Battery LED lit up as soon as you plug the unit to the power source? I'd like to confirm that what you are seeing is that the On Battery LED is flashing as well. Based from my experience if the Online LED is off and we've tried every steps and it's the On Battery Flashing LED that comes up it turns out to be a unit replacement.

Model number is: BK500EI - input requirements seem to be just right for Australian power grid...

I did check it before posting here, none of the three seem to apply:
- battery is definitely connected, and in any case it is my understanding that disconnected battery would cause "replace battery" warning. Instead, even if I disconnect battery, same yellow light blinks.
- problem with power - very unlikely, this is regular city power grid and all devices work on it fine
- circuit breaker - is not protruding and pressing it does nothing

So, what does it mean for "on battery" light to be blinking when unit is powered but turned off?

What happens if you unplug the unit and press the power button?
Nothing. As if it was completely dead. However, I can't guarantee battery is not completely empty, as the unit was recently delivered and never worked.

I do, I'll be able to measure things on Monday.

Yes indeed.
Does the On Battery LED lit up as soon as you plug the unit to the power source?
Yes. It remains lid for 0.5 - 1 second and then starts blinking fast (by fast i mean maybe 10 Hz).
I'd like to confirm that what you are seeing is that the On Battery LED is flashing as well.
Not 100% sure what you mean by "as well" but to clarify, it's the only LED that is ever lid, no matter what I do.
Based from my experience if the Online LED is off and we've tried every steps and it's the On Battery Flashing LED that comes up it turns out to be a unit replacement.

I'll make another post here on Monday with voltmeter results.
Open battery measures 12.9 V dc
Power point measures 230~241 V ac (with a simple multimeter that will do its usual approximations).

Anything else I can do?
