Hi Margo typically the APC surge protectors have a protection light that indicates if is safe to use. When the unit encounters a surge it will try to shunt to the ground or have components that will absorb the surge upon this components failing the Protection Led will stop lighting up meaning it is no longer safe to USE it and the circuit inside is broken. You can try and press the protection on switch or unplug the Surge protector.
If the protection light is off I suggest you replace it.
You may want to check the model of your unit from the APC website some of them have a limited lifetime warranty.
