I had a brief power outage (3 hours long) happened only 1 day 23 hours ago
and since then the battery is 71% charged and isn't going up. as a matter of fact it's going... down... I'm plugged in.
I'm running server 2012 and not running powerchute.
I've had this since Dec 2011.
Is it time for a new battery? Should I install the software?

You can try to reset the unit if any change. Turn off and unplug any attached load to the UPS. Then turn the UPS itself off and unplug it from the wall/AC power. Then, disconnect the battery and hold down the power button for 10-20 seconds. Reconnect the battery and reconnect the UPS to AC power. Turn it back on and you can reconnect your equipment and observe if you see any changes.

Here's one wierd thing. I did 3 self tests and they failed at "fault"
then I woke up the next morning and the software says it's fine
Should I still be worried? or did it just have a brain fart?

I'd keep an eye on it. Perhaps there was a firmware bug of some sort that prevented the number from increasing. If it happens again, we'll have to see if we can narrow down what causes it. I've never seen that before specifically so I'd think if it was a bug, we'd have seen it with other customers - but who knows.
