I am using Back-UPS ES 650G2 with PowerChute Serial Shutdown v1.3.0.301. I cannot find a setting such as "Turn on outputs after power returns."
I am interested in whether, if the battery is completely discharged and the computer connected to the UPS is turned off, the connector to the computer is powered immediately after power is restored or there is a delay.
If there delay, how can I manage it?

I read the manual a few more times and figured it out:
To restore power to the outlets, I must manually press the POWER ON/OFF button on the UPS.
I think an electronic circuit could be developed to simulate this pressing. This could be done with a MOSFET, optocoupler (e.g., 4N35, PC817), and microcontroller(Arduino Nano, ESP8266) connected directly to the terminals of the button itself on the UPS PCB.

Your remote button idea has absolutely no baring on the system powering back on.
As stated in the other forum link the RBC must be at a specific SOC (State of Charge) before the unit will allow the end user to power on the system.
You won’t know that unless you see the LED on the unit is green or incorporate a 3rd party battery monitor to validate the RBC SOC is at least 12.XX VDC.
