Have an older APC ES 750 hooked up to a couple devices. Occasionally when the power goes out, I assume the APC unit runs out of power. When the power in the building comes back on the APC until has a blinking green light, and needs to be manually powered down and turned back on. Is this normal behavior? Would hope that when power comes back into the home/building the devices would once again be available without having to manually reset the APC unit? Thanks.

The operational behaviour will differ from model, firmware, and user defined options. As such only testing the unit to see how it behaves is the only way to validate its operational behaviour.
All APC Back-UPS must have a healthy battery connected to turn on. Some models support cold start without AC Mains connected or present whereas others do not.
Almost every APC UPS begins charging the RBC once AC Mains is connected. Some APC UPS allow the end user to define when, how, and if the outputs are activated upon AC Mains restore.
You will find some units will not activate the outputs until the battery is at a defined State of Charge level (SOC).
As such in this specific cases it would appear to the end user the UPS is defective / broken when in fact it’s not ready to operate as the RBC (Replacement Battery Cartridge) is not sufficiently charged.
Lastly, connect the unit to a computer system running APC Power Chute. You may download a copy of the legacy PCPE here:

Doing so will affirm if there are any options to manage how the system behaves once AC Power is restored.
The vast majority the option is to restart once AC mains is restored. Provided, the caveat of SOC is met or is not a factor.
