So these adapters have 3 prongs on one side to accept the power cord from the UPS and 2 prong on the other side to plug into your room's outlet?
There needs to be a 3 prong outlet in order for the UPS to work properly - this 3rd prong is the "ground" wire that, in short, allows the UPS to redirect electricity (surges, etc) as needed. Without this, the UPS cannot safely protect your equipment to its fullest potential.
If the electrical system in your condo doesn't have a ground, you'd need to see if an electrician can install one.

If all the lights are flashing at the same time, then it means that there is an internal fault with the UPS circuit. If this is the case, contact your regional APC Customer Care Center to get the replacement unit under factory warranty.

Actually I saw these same symptoms on an RS 800 when I had it plugged into a multi-outlet adapter that didn't properly connect to the outlet's ground. I'm not sure if you're seeing a similar problem, but does it do the same thing when you plug it into a properly grounded outlet?

Today I've got the new one from APC thailand (Thanks to Mr.William).But problem still remain T_T.
May be this problem come from outlet adapter?
I just try with 3 different adapters, two of them has a problem.
Then I try to use power cord without ground pin ( there is only 2 pin) and there's no problem.
Anyone have any suggestions?

What's the model number on this UPS? I don't know the international ones very well. But it does seem related to your adapters, like I said it doesn't seem to like them. You're supposed to plug it directly into the wall anyway.
What kind of adapters show the problem, and which one doesn't?

Thank you for reply.
The medels is BR800I and all of the outlet adapter are same kind , but different brand. One of them is Belkin ,another two is local brand in thailand.
I'm not sure if adapter or my room's (I live in condominium ) electric system is the problem. If the electric system is cause, then what is it?
