Network Management Card 2: SNMP saying UPS is off, when it isn't
We had a APC AP9630 UPS recently have the batteries fail. There is a Network Management Card 2 plugged into the UPS. We replaced the UPS with a new one, but moved the NMC2 over to the new UPS.
Ever since moving the card, when we query the state of the UPS via SNMP (v1), it keeps saying that the UPS is offline, even though when I log into the management card, it says the UPS is online
The OID we are using:
Name: upsBasicOutputStatus OID: .1.3.6.1.4.1.318.1.1.1.4.1.1 MIB: PowerNet-MIB Syntax: INTEGER {unknown(1), onLine(2), onBattery(3), onSmartBoost(4), timedSleeping(5), softwareBypass(6), off(7), rebooting(8), switchedBypass(9), hardwareFailureBypass(10), sleepingUntilPowerReturn(11), onSmartTrim(12), ecoMode(13), hotStandby(14), onBatteryTest(15), emergencyStaticBypass(16), staticBypassStandby(17), powerSavingMode(18), spotMode(19), eConversion(20), chargerSpotmode(21), inverterSpotmode(22)} Descr: The current state of the UPS. If the UPS is unable to determine the state of the UPS this variable is set to unknown(1)
SNMP output: Name/OID: upsBasicOutputStatus.0;
Value (Integer): off (7)

What I am suspecting is that the new UPS requires some minimum firmware on the NMC2 for OIDs to report correctly? But not sure how to confirm

Based on the image you provided here the AP9630 NMC 2 is using a very old firmware. The latest is v7.1.2 so the next steps would be to upgrade to the latest to see what happens. It should be noted you really want to stage the upgrade from 5.XX to 6.XX than to 7.XX firmware as they are major jumps and revisions.
If you jump from 5.XX straight to 7.XX firmware be prepared to unbrick the device following the APC FAQ.
