Here is what I am trying to do and maybe APC has a solution. I have a wireless bridge link to a remote site. I want this link to be redundant but have the backup device be a cold spare and not active. At the remote site I want to be able to ping a device at the main site and if the ping fails then switch over to the cold spare.
I am looking for a UPS or some manageable power distribution device that can monitor a remote host and then control specific power outlets based upon the results. If the device had a small foot print it would be a plus because it needs to be mounted in a NEMA enclosure. Or a hardware and software solution where the software resides on a networked host that can control the UPS or power management device's outlets.

Am I correct to assume that you are using the failed ping is an indication that your primary power supply has failed and its time to switch to the secondary power supply? This would be possible to accomplish with an Smart-UPS Modular with switchable outlets if you can write a script that periodically tests the remote connection, and initiates SNMP Set commands to control the UPSs outlets. It would also require that the bridge have dual power supplies (or power plugs) so that it will be able to accept the secondary power when it comes on.
If this is an accurate understandning of what you are looking for then you may want to consider using an Automated Transfer Switch (ATS) with your UPS The ATS would accept the input power from both of your power sources, and direct it to the load. It would automatically switch to the secondary source if the first one goes out, and the bridge would not notice the change over.
