ES550G still red light with new battery

I have a ES550G and ES500 both battery dead... not working. I replaced with new battery and the ES550G still beep when turn on and the ES500 can't turn on when plug in to the wall outlet. The ES500, I try to turn on and hear the continue clicking sound. Both can't turn on if not plug in to the wall outlet. I tested the "surge protector" outlets works when it is off and plug-in. Please help.

they turn off automatically when plug out from the wall?
