Hi,
Is it possible to configure outputs to stay off after recovering from a power failure?
We need to be able to power systems back on ourselves, and not come back online when power is restored.

That depends on the specific model APC UPS you have.
Since you haven’t provided any information as to model who knows?!? 🤦♂️

Like @Teken says it depends on the UPS model. Most Smart-UPS have this option to turn off and stay off. If you have PowerChute Serial Shutdown installed then, if your UPS supports it, you can configure this on the Outlet Sequence page by unchecking the 'Automatically turn on all the outlet groups when AC utility power returns' checkbox.

Thank you for providing a useful answer.
We don't use PowerChute, so I was hoping that UPS built-in functionality could be used instead.
Attached are the two interfaces we have available for all of our 100+ UPSes.
I'm not sure where to configure leaving outputs off after a utility power loss, or if this can be done without PowerChute.

The options are in Configuration -> Outlet Group Configuration.
You also have the option as seen in your two screen captures under Configuration -> Shutdown Configuration -> Turn Off Stay Off.
You will of course need to test and validate the settings behave as expected once configured.
Failure to do so will result in a poor outcome when there a grid down / lights out event! ☝️
Still no specific information as to the APC UPS Model SKU?!? 🤦♂️

If all your UPSs have NMCs then I'd recommend installing PowerChute Network Shutdown software on all your servers. This ensures safe shutdown of your servers in case of power failure. You can then also use the 'Turn off and stay off' radio button under 'Shutdown Configuration - PowerChute Shutdown Parameters'. If you don't want to use PowerChute Network Shutdown then you still should be able to configure the turn off / turn on behavior of individual outlet groups under 'Outlet Group Configuration'.
