Bypass out of Tolerance-Silcon40kva

What causes this alarm for Silcon 40kva? "Bypass out of Tolerance".
Is this a normal condition for UPS? Any corrective actions for this?

As the post below says bypass out of tolerance means that they utility input to the UPS is outside of the tolerance envelope for either voltage, frequency or both. When this happens the silcon cannot switch to bypass in the event of a UPS component failure. Also at this point the UPS may begin drawing current from the batteries to continue powering your load.

If the UPS is dual sourced check to make sure the bypass input breaker is closed.

What if the bypass source is similar to UPS input (there are jumpers from UIB to SSIB terminals) and it keeps alarming bypass out of tolerance without input out of tolerance alarm?
