Brand new BE550G not really fully charged?

Just got a new BE550G from Amazon and I am not sure if it is functioning 100% correctly.    It has been up for about 24 hours and it had reached 100% charged per PowerChute.   I also have not seen the "Load on Battery Backup"  bar as well as the other statistics.

Each time I unplug the UPS from the wall  it works fine, but when I plug it back in the percent charged drops significantly, about 9%.    Then when it gets back up to 100% and I repeat that and it does it again.

I can't believe that a healthy battery should lose so much just for a few seconds on the battery.  The only thing plugged in is a tiny Acer multimedia pc.   I also have finally found a use for my Kill O Watt.   It reads 13W most of the time and sometime up to 20W depending on what is going on.

I am timing the charging.  At 6:54 it was 91% and at 8:30 it is now 98%.   This brings me to another question.   Is the % the entire capacity of the battery (I believe 9AH) or the % that is discharged before the UPS cuts out?

Here is the rest up to 100% again:

6:54 91% 
8:30 98%    
8:46 99% 
8:57 100%

 Now I pulled the plug for about 20 seconds.   It now reads 82%.

9:03 82%
9:17 83%
9:31 84%

Called tech support.  I have to say it was very nice to get a human being to answer the phone right away with no wait.    They are sending me a new battery.
