Battery Date Code

I have recently purchased a APC RBC-7 battery on ebay.

It has the following codes on the top of the batteries: 070319HAN and 070320HA.

Can someone tell me when the batteries were made please as they won't charge and were sold as new.

I have searched the forum and the only hit I get was YYMM or YYJD.
