I bought new batteries to install in my APC Backup XS 1300 ups unit. I bought individual batteries rated for this unit thinking I could save a few $$ opposed to cost of already assembled battery pack. I used volt meter and tested batters before installing. They test charged. I made sure all terminations were snug and taped the batteries to the wiring harness. All fit flush. I pushed batteries into unit and made sure they were fully installed and seated. I plugged unit into AC outlet and turned it on. Battery charging outline does not show any charge but flashed and never indicates any charge even after hours. I recycled the unit. Outline of power plug flashes a few seconds then stops flashing. Is it possible the unit is bad? How can I test it? Ideas?

Provide a photo of the front and back of the UPS. Show a clear photo of the rebuilt RBC and the battery terminal post / connector.
Take a photo of the battery connector inside of the system. Using a multimeter set to DC volts measure the voltage at the following locations and places.
RBC: Voltage of the RBC unplugged sitting on the table.
APC: Measure the output voltage from the system with no battery connected.
APC & RBC: This step depends upon what specific RBC configuration is present. If the RBC uses a center pin connector that slides entirely into the housing skip to APC Power Chute Software.
If you must connect the positive battery connector or Anderson connector then measure the DC charging voltage and report it here.
Power Chute: Connect the system to a computer running PCSS / PCPE software. Provide a screen capture where it shows the input / output AC voltage, battery voltage, etc.
Provide the following logs once the system has been connected together for several hours: Event, Data, UPS, Diagnostics
