Have noticed that sometimes I have to unplug our APC Back UPS Pro 1350S then plug it back in to turn the device on. This doesn't happen all of the time, but seems to not turn on if it hasn't been powered on for a prolonged period. Have never encountered this problem with our other APC UPSes.
Is this a common problem?

It’s not entirely clear to me what the exact scenario this system is operating under. As such will provide you with some general information until you can offer more clarification or insight.
If the UPS is (Not) plugged in for extended periods of time the (RBC) Replacement Battery Cartridge will self discharge and must be plugged into AC Mains to recharge.
Doing this repeatedly will impact the service life and operation of the RBC. The average service life is 2-5 years based on usage, temperature, and environmental conditions. The RBC cells are designed to sustain 260 full cycles before signs of degradation subject to the above caveats.
The vast majority of the lower end APC Back-UPS will also not turn on if there is no battery (RBC) present or (IF) the voltage isn’t at a specific (SOC) State of Charge.
Some units have the option to resume operations once AC Mains is restored and this option must be enabled if available via Power Chute.
If that option is not available you will see one of several operational behaviours:
Upon AC restore and RBC sufficiently charged it will automatically turn on. In other systems regardless of AC Mains and SOC the unit must be turned back on via the power button.

My UPS is plugged into the wall outlet 24/7, but the UPS itself is powered off and is only powered on when the attached desktop computer is powered on. After prolonged periods of not being turned on, the UPS needs to be unplugged then plugged back in in order to power on the APC UPS. The batteries have been replaced within the past 6 months and when the UPS is powered up the LCD battery level indicator shows the batteries being in full charge state. The non-switched surge protection section of the UPS works fine whether or not the unit is turned on.
If the UPS is turned on within a couple of weeks since it was turned off, the unit powers right up. If longer (not sure exactly the length of time needed) period of time has passed nothing happens when the power button is pressed, but if the unit is unplugged then immediatedly plugged back in the unit will start when the power button is pressed.

Change the sensitivity to a lower setting as outlined in the user manual of page 5:
Repeat the test using whatever period you believe will replicate the problem.
Report back the results good / bad.
