Connect this PC directly to the mains, it starts up from hibernation, connected to the UPS, no sign of life. Older rigs start when connected to the UPS. Fixable by tweaking the UPS or UEFI?

Still an issue with hibernation, along with this one, thought there was a workaround, might have slipped user memory. Did forget to mention the Cooler Master MWE Gold Fully Modular 650W Power Supply, and the UPS batteries probably just past the three year mark.
Tried plugging the PC into different sockets on the UPS, no change.
Interesting thing is that after powering off and on the UPS, the PC boots up when the power on button is activated! An easy solution, but for the hurt to the Synology NAS also connected to the UPS. 😰
Edit: Issue isn't just with hibernation either, shutting down Windows and switching off the PC box will not make the PC power on button work next time either. Could it indeed be a faulty lead or something else causing residual power leak?
Tried the suggestions in the ASUS Unable to Wake up, and Three Ways to Turn Off, no dice.
The BIOS has these options:
The keyboard and mouse are configured to wake the rig, for some reason they won't, Not sure either if modifying any ASUS Overvoltage Protection, CPU C-States, PCH or DMI would help. Changing ASPM perhaps?
Right now, Using a custom power plan on the rig, could the Ryzen balanced power plan make all these woes disappear?
Salvatore had a similar issue, is hibernation a lost cause, or is there any HW that can deal with it?

Edit 2: Resolved, installed PCE and "Set Power Consumption Threshold" to 60. Totally missed that! 😂

Ugh, all of this did escape the memory before connecting the little HP SFF.
Did replace the batteries to the unit as it was purchased mid-2018(?), same issue so the threshold settings look like they set on the PC rather than the UPS?
Google was given a test drive on it - do the settings reset to default after power off/battery ?replacement?
Also as this is a discontinued item, the Powerchute Personal software support is pulled in December, will the replacement driver still work with the unit?
Are there alternative similar APC products using this battery type that can be recommended for future consideration?
