BX1500M won't power on

Bought in August.  Put in battery and charged.  Worked fine, but wasn't going to put in service yet, so I unplugged the unit.  Yesterday, plugged in and nothing when I pushed the power button.  Let it sit for 24 hours plugged in and still nothing.  I did depress the button to my left of the power button for 2 seconds and did get a beep and that's it.  I then took out the battery and reinserted.  Still nothing.  Any suggestions?

What is the battery voltage when measured outside of the unit?!? It must be above 12.30 VDC to even start.
