The unit quit working the other day. I didn't see this condition described in the manual: When I plug it in and push the button, it flashes green for about a millisecond and makes a slight chirp. Right after I discovered the problem, it was also making an indefinite clicking noise, barely audible, but not chirping. It no longer makes the clicking noise.
I'm not aware of any surges or other power events precipitating this issue.
I don't have another battery for testing. Is it more likely to be a problem with the battery or unit?

Based on what you mentioned, I'd think it is the unit unfortunately. If there was no battery connected but it started, I'd expect it to make a loud constant tone or something saying the battery was disconnected. Doesn't appear to be getting that far in the start up process though.
Consider trading it in if you'd like a replacement. Doesn't matter if it works or not http://www.apc.com/site/recycle/index.cfm/apcs-recycling-and-take-back-programs/
