The power light does not come on and the battery backup plugs do not work. But the surge protection plugs do. It has been unplugged for awile if that matters. can someone help please?

ok so that unit is about 4 years old based on that date code. the battery probably needs to be replaced but since this unit doesnt cost all that much, you can probably get the same unit or our newer generation model for cheaper than a replacement battery on this model. also, a new UPS comes with a 3 year warranty.
i'd recommend looking into APC Trade UPS program and possibly purchasing a new UPS for a more cost effective solution to your problem.

can you provide the first serveral characters of the serial number of your UPS? It should be on the bottom. This will tell us how old the UPS is. It should be something like 3B0425 or something similar.
You will want to turn the UPS over (with nothing plugged into it and it unplugged from the wall) and double check that there is a battery in there. I believe this model doesnt really have leads, the battery just falls into place. Regardless, just take a look at the battery.
It sounds like a battery issue (either totally dead or not even in the UPS) to begin with but there could be something else going on. Does it make any noises whatsoever?
This UPS has surge only outlets which always work whether the UPS portion is on and working or not so that is why you see them working now.

The first of the serial # is 4b0404. It makes a slight humming noise inside.
It has a battery inside but i dont know if its any good or not.
