APC UPS not charging a ''totally discharged battery''

hey

in my firm, we are using APC ups, but in my particular section we encountered with a problem that my APC ups(smart APS XT 1000) is not charging its battery, when its fully discharged, otherwise its charging perfectly.

Can anyone plz make it clear to me in layman language, that what might be the problem, as its out of my domain but i have given the responsiblity to fix this problem.

Please provide us with the exact model and serial number of the unit.

Also is this battery a 3rd party or APC official battery?  How old is this battery? (if you are unsure of the battery age and it is an APC battery, you may provide the serial number of the battery to assist with this).

If you have a voltmeter, is would also be useful to know what the voltage in DC is of the battery.

I'm using APC, SURT1000xli, UPS   with serial number,   (870-7321-A REV3 TSP)

battery inside are four in number(12V each), Kung LONG batteries and battery specifications are,

WP7-12(28W)

12V 7Ah, 28W/cell/15min

Each of the battery is giving 10-10.5volts reading(on voltmeter).

we have been using this UPS along with this battery from last 1 year. 

Another problem we encountered with is, that when we plug in power with UPS, it start giving a continous loud beep! how to fix this problem as well!
