My APC UPS 1350VA sine has no lights on the front display but it seems to be powering on the computer plug that is plugged in. How do I get the lights back on the front display?

Based on your description it sounds like the unit is programmed to power save mode.
The instructions are indicated on page four of the user manual which I have appended here for the benefit of others asking the same:

Hi @Teken thanks but that did not resolve the issue. I did notice on the back that the building wire fault is solid red. Any feedback is highly appreciated. Thanks.

NOTE: Other possibilities are the ground pin on the cord is damaged, missing, loose. If you’re using an extension cord (not recommended btw) insure you check all pins especially the ground with a multimeter to ensure proper continuity.
In all cases simply wiggling and tugging on the cord set & plug should NOT cause any problems. If problems are seen narrow down if it’s the wall outlet, plug, cord etc.
Power Bar / SPD: If the unit is plugged into either of these devices remove them and see if there is a change.
