APC Back-UPS ES 725 -- flashing green LED but no audible tone

Hi. I just replaced the battery on my Back-UPS 725. When I plug the unit in and turn it on I get a response that I don't find in the user's guide at all: the green power LED flashes continuously, but there's no audible warning at all (aside from a brief chirp when the unit first comes on). When I try turning the unit on without it being plugged in, nothing happens.

Does the flashing green with no sound mean the battery is charging? If so, do I need to wait until it's charged before I can plug in my computer in?
