Hello everyone
A few days ago I bought a new UPS from a shop here in the Philippines, the unit in particular is the APC BX650CI-MS. Upon opening the box it was last inspected on March 25, 2014 as indicated on its "Quality Assurance Test Revision 97.85.842.40.211" which made me think that the battery is already bad. So I bought a new third party battery with similar specifications to isolate the problem.
When I charged the ups with the new battery for 12 hours without load and without turning it on, it was able to hold 100% according to the Powerchute software. But when I turned the ups on and added electrical load (Desktop PC with 18.5" LED monitor,PLDT Fibr modem, TP-Link TL-WR841ND wireless router), the UPS battery was dropping battery charge continuously (as reported in hardware monitor) even though it was supplied with stable utility power (according to powerchute personal edition version 3.0.2 ).
What could be causing the battery to discharge even when utility power is present?

You should check how much does the load capacity use?, you see with such loads the ability to use for a few minutes only. The capacity of the APC UPS depends on the capacity of the battery. You can increase the time spent using ups when choosing a larger model. With the model BX650, the ability to save electricity for a PC for about 5-10 minutes is gone.
