need help with older 3000 UPS unit

I have a slightly older 3000 series unit (the beige-ish tower model) that simply wont come on anymore.

When i power it up, it does a slight beep, all the lights comes on, then it just goes dead.

Before I purchase a new battery, I wanted to make sure the unit was still functioning?
