UPS LEDs flashing like this: 1st UPS
1. When city line power plug in
Fault LED + 3rd LED from top to bottom in ON.
2.
a) when city line is off and i switch ON the UPS,it works normally as backup UPS.
b) when city line is switched ON ,it work normal for few second then Bypass LED + Fault LED + 3rd LED from top to bottom is ON for 2-3 second, then again Bypass LED flash+ fault LED ON + all the battery label LED ON, after few second again ups goes Normal condition . This condition continues .
UPS LEDs flashing like this: 2nd UPS
1. Initially the UPS was working fine, I remove the battery packs and used the blower to remove the dust and place the battery packs in the UPS.
2. I switched the UPS the LED is glow like Fault + 3rd+4th LED from top to bottom.
Does anybody know the meaning of these error codes?

On the first one, this is a PFC failure. I would think based on the testing you've done it is possible this issue could be related to the input power or possibly an issue with the input wiring considering the UPS works normally when the AC power is not present. Has that been thoroughly checked to make sure the wiring is not backwards (for example)?
The second UPS indicates a fan fault. Is the fan spinning? If it is, you could try cleaning it with compressed air. If not, the fan could be damaged or faulty. How old is the UPS? Did it ever work and maybe the fan has just died after a long time in service? These fans are not technically user replaceable but depending on your region, there may be repair services available to address it. The end solution I'd recommend would also factor in warranty status.
