2200RM just arrived with no-DOA guarantee.
Doesn't start.
Manual says (page 19) for this problem: 1) "On button not pushed."
Nowhere in the manual nor on the unit itself, do I find an "on button."
Any one know where this mysterious button resides?

Usually it is a button marked with a zero and one intermixed.. like this ( I )
OR
the On button has just a "|" and the text "test" below it..
and it must be pushed in for a few seconds ... this is to make sure it is not accidentally turned on or off

Well been there, done that (didn't know it could be called "on" button and not "test" ).
So now there are only 2 possibilities (or 3).
1. The batteries are dead (but wouldn't that give some power to try and recharge?) This is totally dead. No LED's. Maybe they aren't connected properly (but there was charge when it left place of origin)? Could they disconnect in a rough transit? I haven't thought so.
2. The manual says maybe "Rear connector Plug not engaged." Is this another language twist, and is simply referring to the power cord? It is solidly "as new" condition all the way to entering the unit. Is there something (Rear Connector Plug) I am missing here?

there is sometimes a blue connector back there for external battery packs, if this is an XL unit. also, newer units have a similar "battery disconnect" which disconnects the batteries from the bus for shipping. i don't think 2200 non-XLs have a battery disconnect. they just ship with their batteries disconnected which if you take off the front bezel, you'll see. there is generally a big blue molex connector and it has a sticker on it.
can you give me the exact model number of the UPS from the white sticker on the unit? i can look up a picture and be a little more specific. or at least tell me if the unit is black or beige or have an LCD on the front of it? based on what you said, it sounds like it is an older unit that does not have an LCD since those dont have on/test buttons. unfortunately there were a few 2200RM units over the past several years.
here is the back of a 2200. you can also check the input circuit breaker (directly to the right of where the input power plug is molded into the unit - looks like a light switch):
