What model # serial cable do I need For a SMART-UPS 1400NET model?
Also, Is it possible to get this working with a USB connection instead of serial?
Which software is needed to monitor and is the software available at no cost?

For debian, I use apcupsd which works very well (web interface for status check, emails on events). Only drawback is I havent figured out how to get one server to monitor two or more UPS'es.

You need part # [940-0024|http://www.apc.com/products/resource/include/techspec_index.cfm?base_sku=940-0024] for serial communication.
You could try to use that cable in combination with a serial to USB adapter if you'd like.
The software, [PowerChute Business Edition|http://www.apc.com/products/resource/include/techspec_index.cfm?base_sku=SFPCBE801], is a free download on the APC website.

Thanks for that information. Just what I needed. However, where could I get that serial to USB adapter? Would any one work as long as I am using the APC serial cable?

Honestly, I haven't used any serial to USB adapters, so I don't really have any recommendations on that one. In theory it should work fine. Most people are able to get them to work without much issue, though it's not "supported" so no one at APC can really help you figure out the adapter... They don't sell/manufacture any, after all.
