On the 21st I had an alert that:
" 1 Critical Alarm Present The battery power is too low to support the load; if power fails, the UPS will be shut down immediately."
looking at logs the % capacity seems fine and the vbat seems unchanged
the Vmin and Vmax seem to have changed, is this utility voltage or some internal voltage measurement?
Meaning, is this something we should call an electrician for or something we should replace the unit/batteries for?

The Vmin and Vmax are the minimum and maximum input voltage that the UPS has sensed during the time that it had to capture the data.
To assist you better, kindly send us the debug file of the network management card through DM and we will take a look at it. It would also help if you can share a screenshot of your runtime as well as the shutdown settings.
