I have an APC UPS 2200, plug is NEMA 5-20P, unfortunately the receptacles in the room are NEMA 5-15R, and Can I use a Nema 5-15R or Nema 5-20R to Nema 5-15P Power Plug Adapter? Will the 5 amps make a difference?

A 5-20 plug will not plug into a 5-15 receptacle. You could use a plug converter but the UPS would be limited to 15amps. In that case, the UPS would be derated, essentially to a 1500VA UPS
