Symmetra LX Battery Fault but batteries say OK

We have a Symmetra LX 16000 tower that I'm trying to get back into service. It has two Intelligence Modules, four power modules, and nine battery modules. The unit status is this:

Internal Fault Bypass, Bad Battery, Other Alarms Present
  Batteries need immediate replacement.
In bypass due to an internal fault.
Battery failure.

However, when I look at the diagnostics for the individual batteries, they all say OK. The UPS has been on for several days, but the charge is only up to 48%. Also, only 3 of the 4 power modules are shown as connected.

Any suggestions? I'd rather not buy 9 replacement battery modules only to find that there is another issue...

Thanks.

Thanks for the info, Rob. We don't have another Symmetra handy, but will probably buy a SYBT5 and drop it in there to see if it brings things back to life.

Yes, it was out of service for some time (a previous tenant left it). We're trying to determine if it is worth restoring to service.

The actual battery bus voltage is 0.

Removing and re-seating the power modules has allowed the unit to detect all four now. Oddly, the status for each power module shows "off and ok", but I cannot get any firmware version for them.

I removed all 9 of the batteries in the cabinet (UPS detected no batteries installed), and then re-installed 2 at random. It properly sees the two inserted batteries, but I still get the general "battery module" fault even through the inserted batteries say they are OK. All of the battery packs were built in 2005, so I'm sure they need replacement.

I'm trying to avoid spending a bunch of money on new battery packs for this unit if there is some other underlying problem that will make it uneconomical to return it to service.
