I have a unit that will not run any self test, refused... it say management device and front panel as internal fault.
it also say connect batteries on the front panel which it is conencted.
would that be the unit or just the battery ?

The unit will not run a self-test if it thinks the battery is missing.
If the unit is reporting an active "internal fault" alarm (as opposed to just reporting it as the reason for not performing a self-test), then there's probably an issue with the UPS hardware.
Otherwise you could try re-seating the battery connectors and checking the voltage on the battery with a DVM.
