The unit will not run a self-test if it thinks the battery is missing.
If the unit is reporting an active "internal fault" alarm (as opposed to just reporting it as the reason for not performing a self-test), then there's probably an issue with the UPS hardware.
Otherwise you could try re-seating the battery connectors and checking the voltage on the battery with a DVM.
