Since you provided absolutely no information as to which APC UPS you’re asking about.
Here’s a general reply to cover as many things.
The APC Smart Connect Service is Cloud Only. There are no local access to the system besides using the serial ports.
As such there is also no API / SNMP available via their cloud portal service! 🤦♂️
If the device has a Smart Slot you can install a NMC to allow complete access, control, and management of the most important device in your building - Power Management. ☝️
As a break fix you can use any of a number of open source software like APCUPSD, NUT, via serial etc.
