Site Wiring FAULT LED vs WARNING STATE: Site Wiring display message

What is the difference, if any, between the Site Wiring FAULT LED and the appearance of the Warning State Site Wiring message?
I am running my unit off of a 400 Hz - 60 Hz power converter that is converting 3-phase 120 to the single phase 120 VAC. My unit powers up fine, passes self test, and displays the GREEN power on LED only. The SITE WIRING YELLOW LED is off.
My load runs fine and other than the appearance of the "WARNING STATE: Site Wiring" message on the display, you would not think anything is wrong. The message rotates on the display along with other messages.
I verified safety ground continuity all the way from the unit to the ground pin on the 400 Hz generator unit.
With the unit operating, there is only tenths of volts difference in potential between my units safety ground and the wall AC system ground. Measuring current between them there is 12 mA on the ground connection with my load fully operational. I do have PC type equipment as loads on the UPS.
Is the issue potentially the presence of >5 V between the neutral and safety ground? I have not measured that yet.
Ultimately I'm trying to figure out if something of real concern is happening.
