As most users know, when you start up a Silcon, you have to go though the "capacitor charging" routine before closing the battery buss breakers.
So how is this handled with an auto start after a prolonged power failure? My systems do not have a backup generator so an outage longer than 20 minutes will cause the Silcons to go down. Should they be allowed to autostart in this particular setup?

During a prolonged outage the battery is depleted to a level in which the UPS can no longer run but is still high enough to keep a charge on the capacitors. The logic of the UPS will remain up via DC power after the load has been shut down awaiting the return of utility power. When power is restored the charging cycle starts and the batteries are recharged as the UPS comes back online. Since the capacitors are still charged when utility power is restored there is no need to perform a manual precharge.
When the UPS is shut down during normal maintenance or during any condition when the UPS would need to be powered back on from an off state the Battery breakers are opened and the DC capacitor circuit is at a 0vdc potential. The amount of current that would be applied to the DC capacitors if the battery string was closed in on uncharged capacitors would cause the capacitors to fail which is the reason for the precharge function of this UPS.
