Does anyone know if you can use a serial share-UPS interface expander (AP9207) and a network management card (AP9617) on the same UPS (SU2200)?

it is not supported. you will run into communication problems because the network management card uses the same communication bus that the share ups would use.
i'd recommend that a network management card should be used with powerchute network shutdown on each server connected to the UPS for power of the operating system supports powerchute.
