I'm running two racks using two smart ups 3000's I'm getting power spikes and it's shutting down my servers, I have one UPS that all the led's on the right hand side are flashing? what gives? thanks

Also, it will not let me connect via the gui interface and the ip is not pingable ugh

if so, that will indicate you have low runtime so anytime you get a power spike/outage, the UPS turns off. it may be time for a new battery or to reduce the load on the UPS?

The LEDs that are flashing, are those the 5 LED's that are on top of the battery icon/battery bar charge?

ok, please refer to that article i posted. it could be a few different things.
i'd suggest finding out how much load you have attached (which you can see by the graph on the left hand side with the five LEDs - how many are lit?) and then find out how much runtime the UPS is reporting via software or network management card and tell us if you have adjusted the low battery duration/signaling time setting via software and lastly, find out how old the battery is? if its never been replaced, you can provide the first (6) digits of the serial number which will tell us.
the UPS is trying to tell you that you have very little low battery runtime, which makes sense by the behavior you are describing.
