Did you leave the battery modules inserted in the unit? If so the batteries most likely have bleed down so low that the unit will not start until a new string of batteries are installed.
Call your local APC support number and they can assist you with getting a new string of batteries.

How did you check that the batteries are okay? If you remove a battery module and use a multimeter from various points on the back connector you should eventually find a DC voltage around 96vdc. Do this with all of your batteries. Then take the 4 battery best modules with the highest voltage and insert them all in the same row and leave all of the rest of the batteries out of the system. If the unit is still not starting I would try reseating the power module. The power module is the middle part of the unit with the fans. Remove the 8 or so T30 screws and pull the module out a few inches. Then firmly reinsert the module and try powering back on.
If all your batteries are well below 96vdc per module then your problem is probably bad batteries.

I did it that way but the result is same. What is the real sequence to start? And If I keep it under maintenance bypass battery will charge?

If you were able to make a good row of batteries and you reseated the power module and there is power available to the UPS and there is no front display you most likely have a faulty power module. You now need to call into your local APC tech support and they can assist you further.
What was the battery voltage for each of the 4 battery modules you made a complete row with?
