I was gifted a SU3000RMXL3U and have a simple question...is the safety plug required to be installed on the back of the unit for it to power on? I am referring to the port where you would connect an external battery pack as seen in the pic attached (circled in red).

Yes, it is for this unit. There are a handful of units where this is required as it it completes the DC bus/circuit. It is a cap for the external battery pack connector so when you have external battery packs, you'd remove it and plug them in there.

For any of the units that require this ending in XL3U, the part number is 726-1000.

I have one other question for you if you do not mind...
Can you explain this to me and if I need to make use of it:
120V Models only: Connect ground leads to the
TVSS screw on the back panel. The transient
voltage surge suppression (TVSS) screw provides
grounding through the UPS power cord ground
conductor.
To make the connection, loosen the screw and
connect the surge suppression deviceís ground
lead. Tighten the screw to secure the lead.
If I need to do this, what exactly do I connect it to?

This is a ground screw if you have equipment that you need to ground to the UPS and that may not be directly plugged into it. For example, an APC ProtectNet device is a surge protector for data lines. It comes with a little connector that you'd connect to this screw. If you don't have anything like this, you don't need to use it or connect anything to it.

The part I pointed to is what would attach to that screw and effectively ground this little ProtectNet.
