When I start up my Smart-UPS 1400, all lights come on, the buzzer doesnt stop, and my monitor shows an input voltage of 208V even though it is plugged into my 110 15a. Any clue why??? Is it just board trouble?

How old is the UPS that's giving you problems? Did you recently obtain this UPS from a UPS refurb company or repair? All the LED's being illuminated would indicate a circuitry fault (unfortunately, I cannot diagnose the root cause), and the UPS would have to be repaired/replaced.
